Japan’s Personal Information Protection Commission (PPC) is continuing to develop the Cabinet orders, ordinances, rules and guidance needed to implement the 2026 amendments to the Act on the Protection of Personal Information (APPI). Its implementation page was updated on September 16, 2026, following the PPC’s 368th meeting on September 9 and its 369th meeting, also published on September 16.
The implementing materials are intended to translate the amended APPI into detailed operational requirements and clarify how the statutory changes will apply to businesses and other organizations handling personal information in Japan.
At its 368th meeting, the PPC considered the implementation plan and related Cabinet orders, PPC rules and guidelines. It also reviewed public-consultation feedback on proposed rules for reporting personal-data breaches.
At its 369th meeting, the Commission reviewed draft approaches for implementing the amendments and proposed additions to examples of security-management measures. These examples concern safeguards organizations should use to prevent unauthorized access, loss, alteration, leakage or other improper handling of personal data.
Organizations subject to APPI should monitor the PPC’s forthcoming and final materials closely. The final measures may set more specific obligations on breach reporting, incident-response processes and data-security controls.
